What's the best hedge to screen an eyesore?

To create a total screen, such as a neighbour's shed, you need an evergreen hedge: either a conifer, such as Thuja (Western Red Cedar) and Yew; or a broad-leafed plant such as Cherry Laurel and Osmanthus.
However, deciduous hedges, even in winter, form very good screening of more distant objects. Deciduous hedges have the great advantage of changing character and colour through the seasons, and thus become part of the garden.
