We are overlooked by neighbours' bedroom windows. What do you recommend?

Evergreen screening may not be the answer as it will make your garden much darker, especially in the winter.
Deciduous hedging, such as Beech, Hornbeam or Hawthorn will give you a sufficient VISUAL barrier, even in winter.
All our plants are capable of growing to 15 feet or more, but check with your neighbour that they would be happy with this - before they complain to the council!
